Alabama native tapped to lead U.S. Space Command headquarters transition at Redstone Arsenal

U.S. Space Command Commander Gen. Stephen Whiting has announced that Maj. Gen. Terry L. Grisham, an Alabama native with nearly four decades of military and civilian service, will serve as the command’s headquarters transition team director as U.S. Space Command prepares to establish its permanent home at Redstone Arsenal.

The appointment was included in a broader announcement from the Department of War outlining leadership assignments supporting the relocation of U.S. Space Command to Huntsville. In the role, Grisham will lead the Program Management Office in Huntsville and oversee relocation and infrastructure support for the command.

“Terry’s nearly 40 years of expertise is informed by both his military service in the Alabama National Guard and his civil service with the U.S. Army Aviation and Missile Command,” Whiting said in a statement. “That experience – paired with his deep ties to the surrounding community – will prove invaluable as he leads our efforts on Redstone Arsenal to expeditiously relocate our warfighting organization while ensuring the perspectives of both our military and civilian workforce are clearly represented.”

The announcement came during Whiting’s visit to Redstone Arsenal, where he toured facilities and met with the command’s on-site Project Management Office, which is already in place and focused on military construction and infrastructure planning. The first members of U.S. Space Command’s headquarters staff have already arrived in Huntsville as part of those early efforts.

Grisham, who will serve as the on-the-ground lead for the transition, said the assignment is both professionally and personally meaningful.

“I’m thrilled to be joining the U.S. Space Command team as the on-ground lead to continue establishing our permanent headquarters on Redstone Arsenal,” Grisham said. “It’s a great honor to represent the command in the community and, as a longtime resident of North Alabama, to serve as an ambassador welcoming our workforce home.”

Grisham will lead the transition team – known as the command’s “South Detachment” – alongside Deputy Director Col. Raymond Ruscoe, who previously served as director of U.S. Space Command’s European Command Joint Integrated Service Team. In addition to managing military construction and infrastructure requirements, the team will work closely with local and state leaders to support the relocation and integration process.

The final basing of U.S. Space Command to Redstone Arsenal was a years-long, politicized fight across three presidential administrations. Despite the delay, Redstone was identified long ago as the best fit for the command’s mission and workforce. 

Last month, in a ceremony attended by senior military officials and Alabama’s entire federal delegation at Redstone Arsenal, Secretary of War Pete Hegseth made clear the administration’s commitment to the project.

“We are deadly serious in committing to cutting every piece of red tape and bureaucracy to get this headquarters established as quickly as humanly possible,” Hegseth said.

With Grisham now leading the transition effort on the ground, U.S. Space Command officials say the move into Huntsville is entering a critical new phase as the command works toward fully establishing its permanent headquarters at Redstone Arsenal.
