HUNTSVILLE — Stephen E. Boyd, the former chief of staff for Sen. Tommy Tuberville, has joined Horizons Global Solutions as a partner, the Huntsville-based firm announced.
Boyd’s consulting practice will focus on aerospace, defense, intelligence, and investigative and law enforcement matters. HGS is a Huntsville-based boutique government relations consulting firm. The company also has an office in Washington, D.C.
Boyd has served as Tuberville’s chief of staff since the Senator assumed office in 2021. The Birmingham native served as the Senate-confirmed assistant attorney general for the Office of Legislative Affairs at the U.S. Department of Justice. He previously worked as chief of staff to former U.S. Rep. Martha Roby and in various roles for former U.S. Sen. Jeff Sessions. Boyd is an alumnus of the University of Alabama College of Communications and School of Law.
“Stephen in the quintessential Washington expert,” said David Lasseter, founder and partner at Horizons Global Solutions. “His career serving at the top echelons of both the Executive and Legislative Branches makes him elite, with few equals having this level of experience.
“We are ecstatic to have such a respectable and thoughtful professional joining our HGS team.”
Boyd brings nearly 20 years of high-level government experience to the firm, the news release said.
“The way that Washington works has changed dramatically in the last two decades,” Boyd said. “Strong relationships will always matter, but to gain a strategic advantage today you must truly understand the decision-making process behind the scenes — not just on Capitol Hill but also at the highest levels of the executive branch, inside the legal and enforcement arena, and in media newsrooms.
“I’m excited to join HGS because the firm has the real-world Washington experience to navigate every area of policy making and implementation, and the agility to integrate with business leaders to seize strategic opportunities, build valuable relationships, and manage political risk.”
As assistant attorney general, Boyd was a senior leader of the Justice Department and its top representative to Congress. His duties including developing and implementing bipartisan strategies to advance the department’s anti-crime, antidrug, and counterintelligence agenda in the House, Senate, and the White House.
Boyd worked with two attorneys general and the leadership of the FBI, ATF, DEA, and USMS. He also coordinated the response to congressional oversight investigations of the department and its law enforcement components.
“Every member of Congress I’ve worked for served on either the House or the Senate Armed Services or Appropriations committees,” he said. “It was always the priority, and I’m proud of what we’ve accomplished over the years in the National Defense Authorization Act and annual funding bills to support America’s warfighter and keep our nation safe.
“I look forward to providing insight into that process to our clients, which will ultimately benefit our men and women in uniform.”
As communications director, Boyd worked with national media, and managed the public response to two high profile nominations to the U.S. Supreme Court. Boyd has also managed or advised multiple successful congressional campaigns.
Boyd earned a bachelor’s from the University of Alabama’s College of Communication and a J.D. from the University of Alabama School of Law.
