HPD joins FBI partnership to strengthen bomb response across North Alabama

The Huntsville Police Department has joined a regional partnership with the Federal Bureau of Investigation and other local and state agencies aimed at improving coordination and response to explosive-related incidents across North Alabama.

The agreement, formalized through a Memorandum of Understanding, establishes a framework for communication, mutual aid and investigative support during incidents involving explosives or improvised explosive devices, commonly known as IEDs.

City officials said the partnership is designed to help agencies coordinate resources more efficiently during high-risk incidents where rapid response is critical.

The agreement also gives HPD access to specialized equipment, technical resources and training opportunities while providing federal liability protections that support joint operations.

HPD’s Bomb Squad serves as the regional explosive response team for Alabama Homeland Security Region F, which encompasses 10 counties in northeast Alabama. Officials said the agreement will improve the team’s ability to coordinate assistance across jurisdictions, particularly when multiple incidents occur simultaneously.

The partnership also strengthens information sharing and regional preparedness while enhancing the area’s ability to prevent and respond to explosive threats.

The agreement further builds on Huntsville’s growing role as a national center for explosives response and training.

The FBI’s campus at Redstone Arsenal is home to the agency’s premier explosives programs, including the Hazardous Devices School, the nation’s only facility that certifies and recertifies civilian public safety bomb technicians.

The installation also houses the Terrorist Explosive Device Analytical Center, which analyzes improvised explosive devices recovered worldwide to identify bomb makers and emerging threats, as well as the National Counter-UAS Training Center, which trains law enforcement agencies to detect and counter unlawful drone activity.

City officials said the new agreement further strengthens collaboration between local, state and federal partners while enhancing North Alabama’s readiness to respond to evolving public safety threats.
