James Lomax refiles bill to shut the door on foreign influence in Alabama elections

State Rep. James Lomax (R-Huntsville) is reviving his charge to ban all foreign nationals and foreign corporations from making direct or indirect contributions or expenditures in Alabama elections.

HB214 would bar foreign entities from providing financial support related to candidates, political action committees, constitutional amendments, and referendums. The proposal is intended to extend existing federal restrictions into state law by explicitly addressing foreign involvement in Alabama elections.

Lomax said the bill will close gaps allow foreign actors to influence state and local races.

“Elections directly impact the day-to-day lives of every Alabamian,” Lomax said. “Protecting our elections from foreign influence is imperative to our sovereignty. With an election year now upon us, this legislation is more timely and urgent than ever.”

The bill was primed for passage during the 2025 legislative session, but was not taken up in the Senate by the session’s end.

Among those who hope Lomax’s measure gets over the goal line and signed by Governor Kay Ivey this year is the state’s top election official.

Alabama Secretary of State Wes Allen strongly backs the bill, saying state law should undeniably prohibit foreign involvement in elections.

“There is no place in Alabama elections for foreign actors,” Allen said. “We need legislation to close loopholes that foreign actors could use to influence and manipulate Alabama elections. Alabamians deserve elections that are honestly and transparently funded.”

If approved, HB214 would apply to both direct and indirect political spending by foreign nationals and corporations.

Lawmakers returned to Montgomery on Tuesday to commence the 2026 legislative session, the final year of the current quadrennium. There are 27 legislative days remaining.
