Secretary of War Pete Hegseth announced Monday that President Donald Trump has nominated Lt. Gen. Francisco J. Lozano to continue serving in one of the Army’s top acquisition leadership roles at Redstone Arsenal.
According to the Department of War, Lozano has been nominated for appointment to the grade of lieutenant general with assignment as Portfolio Acquisition Executive for Fires and Director of the Rapid Capabilities and Critical Technologies Office (RCCTO) at Redstone Arsenal.
Lozano currently serves as director of the RCCTO.
The nomination is part of a slate of general officer announcements released by the Department of War on Aug. 3.
If confirmed by the U.S., Lozano will oversee one of the Army’s highest-priority modernization portfolios, managing the rapid development and acquisition of advanced missile, air defense and long-range precision strike capabilities.
The Portfolio Acquisition Executive for Fires directs a broad portfolio that includes offensive and defensive missile systems, integrated fires capabilities and advanced technologies intended to accelerate the fielding of new weapons for soldiers. The position also oversees the Army’s Rapid Capabilities and Critical Technologies Office, which was created to quickly develop and transition emerging technologies into operational use.
The office has played a central role in the Army’s modernization efforts, including development of long-range hypersonic weapons, directed energy systems, air and missile defense technologies, and other next-generation capabilities.
Last year, the Army consolidated several acquisition organizations under the Portfolio Acquisition Executive for Fires, creating a single organization responsible for dozens of missile and weapons programs based at Redstone Arsenal.
The nomination does not immediately change Lozano’s status. Under federal law, three-star general assignments require presidential nomination and Senate confirmation. Because lieutenant general is a temporary rank tied to a specific position, officers transferring to another three-star assignment must be renominated and reconfirmed by the Senate, even if they already hold that rank.
Lozano will continue serving in his current role pending Senate confirmation. The nomination underscores Redstone Arsenal’s continued role as the Army’s center for missile development, advanced weapons acquisition and modernization efforts.
The Lieutenant General will also be hosting a panel at the upcoming Space and Missile Defense Symposium. The PAE Fires panel will be held on Thursday, August 13, from 9:15 to 10:00 a.m.
